He means you bleach your hair. It's the technical term for "dying" your hair blonde. To go blonde you have to remove color from your hair, and since dying is technically adding color there is a whole different term for the color removal. "Bleach"

Lemon would lighten your hair if already blonde, as does being in the sun, but I have never heard of it actually bleaching the hair to be honest! I will watch this one with interest :-)

Go to a hair professional. Lemon juice is meant to enhance highlights for natural blonde hair, not to change the color.

Bleaching would not be my top choice because it can do damage to your hair if you do not do it properly, as well as with the proper haircare products.
