You're reading too far into things. Just because he says something to another girl doesn't necessarily mean he likes her. He could very possibly like you if he asked you to the dance, and its improbable that he likes the other girl based off of what you said. It means simply that he likes the both of you as FRIENDS. What he meant in his comment about YOUR photo is that you're probably nicer in person. What he meant by his comment to the other girl's photo is that he liked the dress she was wearing in the photo, that it looked good on her. He doesn't have a CRUSH on anyone, he is just being friendly.
